MINUTES <br />CITY COUNCIL <br />JANUARY 23, 2012 <br />PREPARE PLANS AND SPECIFICATIONS FOR THIS <br />IMPROVEMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor I3lesener opened the Public Hearing to consider the improvement <br />2012 -02 of Rosewood Drive (from County Road C to the cul -de -sac) by mill and <br />ROSEWOOD overlay of bituminous road surface as well as repair /replacement of <br />DRIVE damaged concrete curb and gutter sections. <br />The City Engineer reviewed the existing road conditions and the proposed <br />improvement which would consist of a full mill and overlay on the <br />north /south portion of the road and a mill and overlay of the east/west <br />portion of the street. Replacement of curb and gutter that is damaged or <br />holding significant water is also proposed. The Engineer noted that seal <br />coating and crack sealing of the street was reviewed, but due to the current <br />condition, staff is recommending this higher level of maintenance (mill <br />and pave) to re- establish good drainage and protect the street subgrade. <br />The Engineer noted that the current cost estimate anticipates that <br />boulevard restoration will occur through seeding. Sod would be more <br />expensive. The Engineer noted that both would require some care on the <br />part of the property owner to successfully establish. He indicated that if <br />the neighborhood prefers, sod can be used rather than seed. <br />The Engineer estimated the proposed project cost at $117,500. He <br />indicated that this cost is estimated from pricing received for 2011 projects <br />utilizing seeding as well as planning for some cost increase. Changing <br />from sod to seed would add approximately $3,200 to total project costs. <br />The Engineer then reviewed the City's Assessment Policy noting that the <br />cost of a mill and overlay project is shared equally between the City and <br />property owner. He noted, however, that the cost of storm sewer repairs is <br />not assessed to property owners, but paid by the City. The Engineer <br />estimated that the total amount to be assessed against Rosewood Drive <br />properties is $58,300. The Engineer then described how the City's <br />Assessment Policy addresses the assessment of commercial versus <br />residential properties. He noted that the commercial property with direct <br />access on Rosewood Drive is proposed to be assessed at twice the <br />residential rate. The commercial property without access would be <br />assessed at the residential rate. <br />6 <br />
