.Cl.W41I11C . - ASSOCIATES <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: February 3, 2012 <br />RE: Interceptor 1 -LC -420 Joint Repair Project <br />Bids were opened for the above referenced project at 11:00 a.m. on Wednesday, <br />February 1, 2012 in accordance with the Advertisement for Bids. The project consists <br />of the rehabilitation of the Metropolitan Council of Environmental Services (Met Council) <br />sanitary Interceptor 1 -LC -420 by means of joint and manhole grouting, spot cure in -place <br />pipe repair, and possible service connection grouting. This work is being performed to <br />eliminate the infiltration and inflow of ground water into the sanitary system, bringing the <br />sanitary line to an acceptable standard for turnback to the City of Little Canada. As per <br />the turnback agreement between the City and Met Council, the design, construction, and <br />construction administration costs for the mainline and manhole repairs will be <br />reimbursed by Met Council and service work cost will be borne by the City. <br />There were six companies on the plan holders list, but only one (1) bid was received <br />from the following company: <br />Corporation Base Bid Alternate #1 Total Bid <br />infratech $318,513.00 $ 86,236.00 $404,749.00 <br />The base bid included all work that will be reimbursed from Met Council and the <br />alternate was for service work that would be paid by the City. The bid price received for <br />Met Council work was $51,573.00 more than the $266,940.00 estimated in the <br />agreement. The agreement provides 7 days for MCES to provide their approval to <br />accept the bids or to reject all bids. At the time of this memo no response had been <br />received. The agreement also outlines that the project can be rebid if Met Council and <br />the City of Little Canada mutually agree. <br />It is possible that rebidding of the work would result in a lower project cost, but there are <br />some possible risks as well. Rebidding of the project will delay completion of the work <br />approximately one month and increase the risk of the work not being completed prior to <br />the normally high MI period in the spring.
