MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2025 <br />Mayor Fischer recommended Mike Mui for the position of Chair of the Parks and Recreation <br />Commission. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-12-196 — APPOINTING MIKE MUI AS PARK AND <br />RECREATION COMMISSION CHAIR FOR 2026 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />Mayor Fischer -recognized the accomplished residents who continue to apply to serve on the City <br />commissions, noting that those who were not appointed in the past have participated in other ways. <br />Miller commented that it took him a few years to get onto the Parks and Recreation Commission <br />himself. He agreed that the city has been getting great candidates for the open positions and <br />commended staff for the great job of advertising those positions. <br />Mayor Fischer commented that he served for six years on the Planning Commission and is impressed <br />by the quality of candidates they continue to receive. <br />ORDINANCE 927, AMEND CITY CODE CHAPTER 826, CANNABINOID PRODUCTS <br />The City Clerk explained that this change is being made in response to State changes. She provided <br />background information on the legalization of low -potency hemp products a few years ago. She stated <br />that the city previously licensed those businesses, but now, with the legalization and licensing of <br />cannabis, the State has taken on the licensing of the low -potency hemp products. She explained that <br />cities are not only able to register these businesses, rather than licensing them, and reviewed the <br />proposed amendments that reflect those changes. <br />Malone asked how this would impact cannabis retailers. The City Clerk stated that the city has a <br />separate Code for registering cannabis businesses, as the State licenses those businesses as well. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-12-19 7 — ADOPTING ORDINANCE 927, AMENDING CITY <br />CODE CHAPTER 826, CANNABINOID PRODUCTS TO CHANGE THE <br />REQUIREMENT FROM LICENSING TO RETAIL REGISTRATION <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ORDINANCE 928, FEE SCHEDULE AMENDMENTS FOR 2026 <br />The City Clerk stated that annually, the Council reviews and adopts any necessary amendments to the <br />Fee Schedule for the upcoming year. She briefly reviewed the proposed changes and recommended <br />approval as presented, noting that the new fees would be implemented on January 1, 2026. <br />12 <br />
