MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2025 <br />Miller asked if the city is paying the recycling and processing fees directly and received confirmation <br />that the fees are similar to what the city is being charged. The Assistant City Administrator provided <br />additional information on the fees that are tracked throughout the year in order to determine an <br />accurate amount. <br />Miller stated that when the Parks and Recreation Commission discussed their fees, there was <br />discussion about keeping the resident fees lower than the non-resident fees. <br />Kwapick referenced the previous discussion related to CAHC and asked for more information on the <br />fees for those businesses. He noted the proposed fees for massage therapy and compared them to the <br />fees for CAHC. He asked that the individual fee be eliminated for CAHC and that a fee only be, <br />charged for the business rather than for those working there as well. He stated that this is a new <br />practice being put upon the business, and the individual employees are not licensed by the State. He <br />wanted to ensure that this would not be an onerous burden on new businesses or those looking to <br />expand. <br />Mayor Fischer asked for more information on the time spent by staff and their input on the individual <br />fee. The City Clerk replied that a business inspection would involve a fire inspection. She provided <br />information on the review process that she completes, such as background checks. <br />The Community Development Director stated that the ordinance creates a license for the business. He <br />stated that the fee for the business could cover the cost of the review of the practitioners who would be <br />on staff for the business as well. He noted that if there are 12 employees, perhaps the fee would not <br />cover the total amount of staff time. <br />Malone asked about the cost of a background check. The City Clerk replied that the initial check is <br />$55. <br />Mayor Fischer commented that there is staff time involved as well. The Community Development <br />Director noted that he could support just charging the business fee for a CAHC, as that should cover <br />the cost of the inspection and background checks. <br />Mayor Fischer stated that he does not support increasing fees just to increase fees but wants to ensure <br />that fees cover the costs of staff time spent on the associated tasks. He stated that perhaps in 2026, it <br />would be appropriate to do a larger review of the Fee Schedule to ensure that all fees are covering the <br />associate staff time. <br />The Community Development Director stated that community development would support removing <br />the $75 individual fee for CAHC businesses. <br />Gutierrez stated that she supports the idea of the mayor to revisit the Fee Schedule as a whole during <br />2026. <br />Kwapick introduced the following resolution and moved its adoption: <br />13 <br />
