MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2012 <br />With regard to the fire wood, Roberto expressed concern that the wood is <br />not being stored in compliance with the code, i.e. 8 inches off the ground. <br />Roberto also pointed out that there are additional items next to the wood <br />pile - landscape blocks, planters, composting bins. Roberto was <br />concerned that once the wood pile is approved, the area would become a <br />place where other things gather. <br />Keis pointed out the Planning Commission recommendation that the wood <br />pile be limited to 4 cords and that the area be screened with either a 6 foot <br />high fence or 6 foot plantings. Keis asked if the screening would alleviate <br />any of Roberto's concerns. Roberto indicated that the boat and trailer and <br />the utility trailer are the key items, and questioned that these are really <br />storage items if moved regularly throughout the summer. Roberto again <br />stated his concern that the storage area proposed would become an <br />extension of the Anderson driveway. <br />Keis stated that he looked at the property and felt it was unique. Keis <br />pointed out that the Roberto back yard looks into the Anderson front yard. <br />Roberto pointed out that he has no storage in his back yard. Roberto again <br />stated that he is concerned that the storage area will grow. Keis pointed <br />out that, if approved, the Variance will have conditions. If those <br />conditions are not met, the matter would become a code enforcement <br />issue. Roberto pointed out that it will then come back to him to have to <br />monitor the storage area and complain to the City if conditions are not <br />being met. Roberto again indicated his preference that the storage occur <br />in the Anderson back yard or on the driveway. He also disagreed that the <br />front yard area was not as visible as the back yard, pointing out its <br />visibility from Savage Lane. Roberto again pointed out the potential for <br />the improvement of this portion of Rose lane. McGraw asked why the <br />City would go against the analysis of its City Engineer and <br />recommendation of City staff who are saying the improvement of this <br />portion of Rose Lane was not feasible. <br />McGraw pointed out that the fact that the Anderson property abuts an <br />unimproved right -of -way is something that has existed for many years, <br />and the Council has to do its best to deal with the situation. McGraw <br />pointed out that Anderson has an improved driveway on unimproved Rose <br />Lane. Anderson maintains his driveway and it is not an obligation of the <br />City. McGraw also pointed out the atypical situation where the front yard <br />of the Anderson property abuts the backyard of the Roberto property. <br />McGraw asked if there were any similar situations in the City. The City <br />Administrator replied that there is in the Twin Lake area. <br />8 <br />
