decrease the maximum number when and where changing conditions require <br />additional review. <br />The proposed use will employ three people and service up to eighteen clients per day, <br />with up to two clients serviced at one time. As such, up to six parking stalls may be <br />required at one time. This includes two stalls for the employees, two for the clients, and <br />two for the clients waiting for the next appointment. The existing home is a duplex with <br />an attached single -stall garage and a 17 foot wide driveway on either side. The <br />applicant owns both units and has stated that both driveways will be available for client <br />parking. Therefore, the site may be able to provide four off - street parking stalls. The <br />owner of the home will park in the garage. <br />A minimum of two on- street parking stalls will also be necessary. The subject site is <br />located on Rose Place. This street is only one block long. As such, high traffic volumes <br />and on- street parking may overburden the block. However, the surrounding properties <br />are all single family homes which primarily utilize off - street parking facilities. The City <br />Council shall determine if the area is capable of supporting the number of required <br />parking stalls. <br />All home occupations are required to comply with the following general provisions: <br />• No home occupation shall produce light glare, noise, odor or vibration that will in any <br />way have an objectionable effect upon adjacent or nearby property. <br />No such nuisances are expected. <br />• No equipment or machinery shall be used in the home occupation which will create <br />electrical interference to surrounding properties. <br />No such equipment is proposed. <br />• Any home occupation shall be clearly incidental and secondary to the residential use <br />of the premises, should not change the residential character thereof and shall result <br />in no incompatibility or disturbance to the surrounding residential uses. <br />No changes are proposed that would alter the residential character of the home. <br />• No home occupation shall require internal or extemal alterations or involve <br />construction features not customarily found in dwellings except where required to <br />comply with local and state fire and police recommendations. <br />No exterior modifications are proposed for the home. Alterations to the interior of the <br />home will be minimal. The applicant is proposing to place a massage table and other <br />equipment in a second floor bedroom. Doing so will leave one remaining bedroom for <br />residential purposes. <br />3 <br />
