➢ There was a question concerning storm drainage and whether or not it would be
improved near County Road B2. Mr. Elfering replied that the drainage would be
improved in that area and further stated that Canabury Drive was also proposed
to be reconstructed and that would also have a positive effect on drainage in the
B2 area.
➢ A question was posed regarding whether or not the curb and gutter would
alleviate the problems with Sleepy Hollow Pond. Mr. Elfering replied that the
curb and gutter would not be a factor in correcting the problems with the pond,
but he added that the pond was scheduled to be dredged in the upcoming winter
and that would have a positive impact on the pond as a whole. He also stated that
the proposed rain gardens would be a benefit to the pond as well since they
would allow a good amount of water to infiltrate rather than flow into the pond.
➢ It was asked why there was to be no curbing between St. Jude Medical and
Nature Way. Mr. Elfering replied that Viking Dr. was currently designed as a
rural section in that area and that the road would have to be widened from B2 to
Nature Way. He mentioned that he would prefer to put curb and gutter along the
section in question.
➢ There was a comment that curbing on the entire road would be more consistent in
appearance. The City Administrator replied that curbing would be a challenge in
some areas of the project, particularly those where the road was going to be
recycled. He said that it may be possible and that the City likes concrete curb
and gutter for its appearance and because it helps drainage.
➢ It was asked if there would still be storm sewer installed if there wasn't curb.
Mr. Elfering replied that there would be storm sewer but on a much smaller scale.
He added that most of the water would continue to flow where it does now.
➢ A resident questioned if people were being assessed the same price per foot
whether there is concrete curb or not. Mr. Elfering responded affirmatively,
explaining that rural section roads are assessed l00 %. The City would like to
build all roads with an urban section so they have attempted to make the option
more affordable for residents. Mr. Elfering added that if he was not able to
install curb in some areas those affected would not necessarily be charged more
since it wouldn't be fair to charge more if there are no options.
➢ A resident asked why residents of Nature Way, a private road, have to pay such a
high price. The City Administrator responded by saying that the residents of
Nature Way have to use Viking Dr. to get to their homes so the City's policy is to
assess those homes due to the amount of usage. He went on to state that the City
