The original Preliminary Plat submission was generally compliant with the requirements <br />for the R -1 District. Staff recommended approval of the plat at the juncture, subject to <br />the following conditions: <br />1. Resolution of detached garage on Lot 1. <br />Comment: The revised plat indicates that the detached garage in the northwest corner <br />of Lot 1 will be removed. <br />2. Design and shape of the proposed ponding area. <br />Comment: The proposed plat contains a ponding area in the rear yard spaces of Lots 6 <br />and 7. Said ponding area is rectangular in its design. Staff recommended that the <br />design of this pond be revised in an effort to more aesthetically fit with the environment <br />of the plat area, which contains several wetland areas. <br />The revised plat illustrates a pond remains very rectangular in shape and does not <br />blend with the existing natural wetlands. Staff would again encourage the applicant to <br />pursue an alternate pond design that reflects the image of the existing wetlands. <br />3. Landscaping of the proposed ponding area and infiltration basin. <br />Comment: The grading, drainage, and erosion control plan indicates that MnDOT seed <br />mix 328 will be used for infiltration revegetation. Consideration should be given to <br />adding some shrub and tree planting around the pond area to increase the aesthetic <br />value of the pond area. <br />4. Conservation easement and markers at the wetland edge. <br />Comment: No conservation easement has been indicated on the revised plat. As part <br />of the initial review, staff recommended that the City consider requiring a conservation <br />easement over the wetland areas, and post markers that delimit the edge of the <br />wetland, as an effort to inform future landowners of the preservation intent. Staff <br />recommends that the applicant revise the <br />5. Resolution of the ownership and use of Outlot B. <br />Comment: Staff was concerned with the nature of Outlot B during the original <br />Preliminary Plat review. This outlot, separated from the rest of the plat, lies on the <br />eastern boundary of the plat, and consists of wetland and upland. The outlot abuts the <br />rear yards of seven lots in Kohlman Lake Overlook, a plat in the City of Maplewood. <br />Staff recommended that this area be designed in such a way as to combine it with <br />adjoining property in Lots 6 and 7, or selling it to the adjoining properties in Maplewood. <br />The Subdivision Ordinance does not permit the creation of parcels that are "remnants", <br />as is proposed with Outlot B. This issue has not been addressed in the revised plat. <br />Staff recommends that the applicant resolve this issue, as a condition of any approval. <br />2 <br />
