City on a bi- annual basis. <br />h. Free Pick -Up at City -Owned Properties. Waste Management, Inc. and <br />Allied Waste shall provide service as necessary for the collection and <br />disposal of refuse, recyclables and yard waste from all City -owned <br />properties and parks at no cost to the City during the teini of this <br />Contract. <br />i. Disposal. The Contractor shall be responsible for the safe, legal, and <br />environmentally sound disposal of all refuse, white goods, and any other <br />items and materials collected under this Contract. The Contractor shall <br />dispose of all refuse and garbage collected in Little Canada at a Refuse <br />Derived Fuel processing facility at which the operator has assumed all <br />liability arising from the Solid Waste Disposal Act, as amended by the <br />Resource Conservation and Recovery Act, the Comprehensive <br />Environmental Response, Compensation, and Feasibility Act, and <br />similar Federal and State Statutes. Any deviation of this provision shall <br />be considered a violation and default of this Contract. The Contractor <br />shall maintain actual Ramsey /Washington RDF receipts and shall <br />provide the City with copies of such receipts upon request. Estimated <br />Little Canada tonnages shall be reported to the City bi- annually. <br />J• <br />Notification. If any resident of the City places any items out for pickup and <br />the item is not taken by the Contractor, the Contractor shall_provide <br />immediate written notification to the resident of reason(s) for refusal to <br />pick up the item. Notification must be left on the item(s) in question. <br />k. Exceptions for Handicapped and /or Disabled. Reasonable exceptions as <br />to the manner of pickup for handicapped or disabled residents shall be <br />made by the Contractor. <br />2. Yard Waste Collection. <br />a. Description. Yard waste collection service shall include the collection of <br />all yard waste from residential dwelling units in the City of Little <br />Canada. Cost for this service is described in Attachment "A." <br />b. Location. Residential dwelling units shall have their yard waste segregated <br />from other refuse in a plastic bag or a permanent can clearly identified as <br />"Yard Waste" located at the boulevard adjoining the curb on or before 7:00 <br />a.m. on the designated day of collection. <br />-5- <br />
