Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: April 21, 2006 <br />RE: 30% Impervious Surface Issue & 601 County Road B2 <br />Attached is the ordinance we just adopted regarding horseshoe driveways as a conditional use. <br />You will note that provision (a) states: Overall impervious surface on the subject property does <br />not exceed thirty percent (30%). This provision has created an issue at 601 County Road B2. <br />Staff visited the site and measured the impervious surface areas. (An aerial photo of the site and <br />our square foot totals are attached.) The lot as a total area of 19,166.40 square feet based on the <br />County's records. 30% of that amount yields 5,749.92 square feet of allowable impervious <br />surface. As you can see, our total impervious area was 8,454.50 square feet which exceeds the <br />ordinance standard by over 2,700 square feet. The Murphy's have indicated that they would <br />make some reductions in the impervious area. They would also install the horseshoe drive using <br />pervious pavement (or some other similar methodology). However, they would not get under the <br />30% threshold. <br />The Murphy's believed by installing pervious paving for the new drive, they would be <br />complying with the new code. I informed them that the way the code is written, they must be at <br />or under 30% impervious area to even be eligible for the second drive. They have requested the <br />Council clarify the City's position on this matter. <br />If the Council is inclined to modify the code, staff would recommend that we impose additional <br />mitigation measures to provide added treatment options for runoff. (Rainwater gardens are a <br />possible choice.) The City Engineer can also recommend options depending on the Council's <br />direction. <br />cc: Mike & Heidi Murphy <br />
