MAYOR
Bill Messner
COUNCIL
Jim LaValle
Rick Montour
Barbara Allan
John Keis
515 Little Canada Roacl, Little Canada, MN 55117-1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: June 22, 2006
RE: Conditional Use Permit — Coliseum Billiards
In January of 2006 the Council approved a Conditional Use Permit allowing a
billiard /amusement hall as a commercial recreation use in the PUD District as well as
allowing alcohol sales (3.2 Intoxicating Malt Liquor License) and the hall to remain open
to 4 a.m. for Coliseum Billiards. (See minutes attached.) Please note that Coliseum
Billiards has not yet implemented their liquor license.
A condition of the approval was a six month review to ensure that there are adverse
impacts from this business.
In May of 2006, the City received a letter of concern from the Garden Terrace residents'
association, and contacted the Sheriff's Department relative to this letter and any
concerns that the Department might have about Coliseum Billiards. Given the Sheriff's
Department's response, a letter was sent to Garden Terrace encouraging them to contact
the Sheriff's Department when problems occur in their neighborhood as well as
suggesting that they become involved in the Neighborhood Watch Program. (Letters
referenced above are attached.)
Absent any concerns from adjacent property owners, City staff would recommend a
favorable review of the Conditional Use Permit.
cc: Coliseum Billiards
