MINUTES <br />CONDITIONAL <br />USE PERMIT - <br />2900 RICE <br />STREET — <br />COLISEUM <br />BILLIARDS <br />MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 25, 2006 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was convened on the 25th day of <br />January, 2006 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 7:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />ABSENT: Council Member <br />Council Member <br />ALSO PRESENT: City Administrator <br />City Attorney <br />Cable TV Producer <br />City Clerk <br />Mr. Bill Blesener <br />Mr. Rick Montour <br />Mr. John Keis <br />Ms. Barb Allan <br />Mr. Jim LaValle <br />Mr. Joel R. Hanson <br />Mr. Thomas Sweeney <br />Mr. Brandon Rickert <br />Ms. Kathy Glanzer <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006 -1 -14 — APPROVING THE MINUTES OF <br />THE JANUARY 10, 2006 SPECIAL COUNCIL MEETING AND THE <br />JANUARY 11, 2006 REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3). <br />Nays (0). Resolution adopted. <br />Mayor Blesener opened the Public Hearing relative to a Conditional <br />Use Permit to allow billiard /amusement hall as a commercial recreation <br />use in the PUD District as well as to allow alcohol sales at the billiard hall <br />and to allow the billiard hall to remain open until 4 a.m. for Coliseum <br />Billiards at 2900 Rice Street. It was noted that the Planning Commission <br />recommended approval of the CUP subject to the following: <br />o Compliance with the recommendations of the City Planner; <br />o 4 a.m. closing time to be allowed, with closing time to be <br />posted as 2 a.m.; <br />o Alcohol sales and consumption to be restricted to the back <br />room area and sales to cease at 1 a.m.; <br />
