According to the Ordinance, lot <br />width is measured at the shortest horizontal distance between the side lot lines <br />measured at right angles to the depth measured at the required minimum building <br />setback line. When measured at the required setback line, the lot width is <br />approximately 70 feet. As such the lot must be revised by at least 5 feet to meet the <br />minimum lot requirement of the Ordinance. It would appear that slight adjustments to <br />Lots 4 and 6 could be made to meet the requirements on all lots. <br />* The applicant has identified drainage and utility easements for each lot however, no <br />building pads are shown. As a condition of approval, the applicant will be required to <br />revise the preliminary plat to indicate the building pad locations. The locations of all <br />building pads must conform to the setback requirements of the Ordinance. Additionally, <br />as a condition of approval, Lot 1 of Block 1 will be required to gain access from the <br />internal location off the cul -de -sac. <br />Streets and Access. Access to the site will occur off of Old County Road C. The <br />applicant is proposing a cul -de -sac with a landscaped island and pond. The cul -de -sac <br />meets the length requirement, however, the design is unique as this layout has not been <br />used in other Little Canada streets. As indicated in the concept plan, the advantages <br />are primarily aesthetic, as the island eliminates a large expanse of paved street area. <br />However, maintenance can be an issue. The applicant is proposing 50 feet of r -o -w <br />and 28 feet of paved surface. The turnaround includes 18 feet of paved surface. The <br />turnaround area may be an issue for public works and general snow storage. Therefore, <br />the overall street design and layout is subject to the review and approval of the City <br />Engineer and Public Works Director. <br />Landscaping. No landscaping plan has been submitted by the applicant. As <br />discussed during the concept plan, along the railroad boundary the applicant was <br />proposing to preserve the existing line of vegetation, and add a row of Spruce trees to <br />increase the buffer. The new trees would be within the right of way. This planting plan <br />must be reviewed and approved by Public Works. Landscaping and maintenance of the <br />right of way in this area should also must be addressed in the Developer Agreement. <br />Typically, it is the responsibility of the fronting property owner to mow the grass and <br />maintain the boulevard portion of the right of way. <br />2 <br />
