2. Create a Conditional Use Permit for recreational equipment such as hockey rinks
and sport courts in the front (but not required front) yard.
In addition, the applicant is seeking a series of Conditional Use Permits. One set of
CUPs would be for a second garage project that the applicant constructed. The CUPs
are necessary to exceed the 1,000 square foot threshold, and to have two separate
garage buildings on the property. In this case, both garages are attached to the
principal structure.
Staff would recommend approval of the CUPs and Amendments, with the condition that
the applicant provides revised plans verifying compliance with each of the conditions
discussed in this report, including the following:
a. Revised landscaping plan adding sufficient evergreen trees to screen the
recreational equipment from adjoining residential property and the public
street.
b. Revised lighting plans verifying compliance with the City's lighting
regulations.
c. Revised site plans verifying compliance with the Shoreland ordinance's
maximum 30% impervious regulation.
d. Compliance with all other requirements of the City's zoning ordinance.
Finally, staff would recommend a one -year review period to ensure that there have been
no complaints related to noise and /or lights from the activity in the front yard.
Pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Matthew Galba 2850 Edgerton Street, Little Canada, MN 55117
7
