Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Bill Dircks, Public Works Director <br />Date: October 8, 2025 <br />Re:No overnight parking on Costa Lane <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Installation of “No Parking – 12:00 AM to 6:00 AM” signs on both sides of Costa Lane <br />year-round. <br />Background: <br />Over the past three months, many vehicles have been parking on both sides of Costa Lane day <br />and night. Staff received numerous calls, emails, and in-person visits from residents of Costa <br />who were concerned about the impact these cars were having on the street and the neighborhood. <br />The ninety-degree curve at the south end makes it very difficult to navigate the street with so <br />many vehicles parked on both sides. Residents expressed concerns about their children's safety <br />due to the reduced visibility caused by the parked vehicles. There was also at least one week <br />when the garbage truck did not pick up trash because it couldn’t get through. This also made it <br />difficult for fire trucks and other emergency and maintenance vehicles to pass. <br />Engagement: <br />Montreal Courts: <br />Staff suspected the vehicles were from the Montreal Courts apartment complex on Labore Road <br />so a meeting was held with the Montreal management team. Staff learned that Monreal Courts <br />started enforcing its parking policies and that led to many vehicles being parked on other streets, <br />most notably Costa Lane. Residents of Montreal Courts can park for free in the surface parking <br />lots provided they have proof of ownership of the vehicle/s. Guests can obtain a pass to park in <br />the surface lots for free as well but need to do so at the office. Montreal Courts management <br />suspects many of the cars on Costa Lane are not owned by residents and, therefore, would not be <br />allowed in the surface lots. They also suspect many of the cars are likely to be abandoned if the <br />street is posted no overnight parking. <br />A similar situation occurred with the streets along County Road D in 2014. The apartments on <br />the north side of County Road D changed their parking policy and numerous vehicles started <br />parking on Little Canada streets and some of those cars never moved and leaked fluids that <br />harmed the street and created some unsafe conditions at times. Letters were sent to residents <br />asking if they supported no overnight parking year-round. In all cases, residents supported the <br />no parking policy and, in all cases, the on street parking by vehicles from the apartments <br />stopped.
