Staff Report <br />To: Mayor Fischer and Members of the City Council <br />From: Laura Linehan, Assistant City Administrator <br />Date: October 22, 2025 <br />Re: Purchase of Generator at the Little Canada Fire Station <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />•Quote from Allied Generators in the amount of $45,675.00 for the purchase and <br />installation of a new generator at the Little Canada Fire Station. <br />Background: <br />The Fire Chief has submitted a request to replace the existing generator at the Little Canada Fire <br />Station. The current unit, installed in 1991, is undersized and only provides limited emergency <br />power to a few essential systems. Additionally, as the fire station serves as the city’s backup <br />Emergency Operations Center, a full-building generator is necessary to ensure continuity of <br />operations during power outages. <br />Two bids were received for the purchase and installation of the new generator. After review by <br />the Fire Chief and Public Works staff, Allied Generators in Shoreview, MN submitted the lowest <br />responsible bid in the amount of $45,675.00, which will provide full power coverage for the <br />building. <br />Source Of Funds: <br />The project will be funded through the Fire Equipment Fund (457). A total of $40,000 was <br />allocated in the 2025 Capital Improvement Fund (CIP) budget for this purpose, based on the <br />Kraus Anderson facility study estimate. The proposed quote exceeds this amount by $5,675.00, <br />which can be covered within the existing Fire Equipment Fund balance. <br />Per the city’s Finance Policy, this purchase qualifies as a Major Purchase (between $25,000 and <br />$174,999). Such purchases require at least two quotes or proposals from qualified vendors, and <br />approval by Department Head, City Administrator, and City Council prior to purchase. Two <br />quotes were obtained and reviewed to ensure compliance with policy requirements. <br />Staff Recommendations: <br />Staff recommends the City Council approve and accept the low quote of $45,675.00 from Allied <br />Generators for the purchase and installation of a building generator at the Fire Station. <br />Attachments: <br />•LCFD Request <br />•Allied Generator Quote <br />•Kodiak Power Solutions Quote
