Further, when comparing with
the highest city quarterly water bill (Arden Hills $99.65), Little Canada charges 39% less for its water.

The average winter water bill for all six cities is $95.00. Little Canada charges 32.74% less for its
winter water when compared to the average bill. Similar percentages are noted when analyzing the
summer water bill.

Conclusion:
Higher water rates are projected mainly due to larger wholesale water rate increases by SPRWS, resulting
from the construction of the McCarrons Treatment Plant, as well as increases related to operating costs
(e.g., personnel costs, insurance costs) and capital expenditures. A detailed presentation of the Utility
funds was done by city staff at the September 3rd council workshop. The above rates would need to be
evaluated every year to align with the most current projections for operating expenditures and capital
infrastructure needs.

SEWER RATES PROJECTIONS:
The 2025 to 2026 Municipal Wastewater Charge is increasing by 5.05%.
