<br />2 <br /> <br />• Design a multi-use facility that is able to be used year-round that: <br />o Provides private rental space for 120-150 persons <br />o Includes space that can be used for community events <br />o Includes space dedicated to youth and adult recreation programming <br />o Incorporates a small conference room for meetings <br />o Provides office space for two full-time employees, flexible common space, and a <br />greeting/reception area <br />o Incorporates passive outdoor space that is covered and lighted <br />• Utilize the preliminary work of the TAC to better understand community direction for the <br />community building project. The TAC is a large committee that represents the community as <br />a whole. The TAC has: <br />o Worked with community leaders and industry professionals to learn more about their <br />experiences <br />o Identified the preferred function and uses of a community building (see appendix of <br />report for “Function and Use Brainstorming Exercise Results”) <br />o Looked into the future to consider flexibility and supportive infrastructure <br />Use Identified Funding and Revenue Potential <br />Per direction of the Finance Director, the TAC recommends the city consider utilizing the following <br />funding sources to construct the community building: <br />• Use tax Abatement authority to issue bonds <br />• Consider a local sales tax – referendum voter approval <br />• Pursue grant funding where available <br />• Plan for revenue generation from rental facility <br /> <br />Consider Spatial Planning for Future Infrastructure <br />The TAC recommends building the community building on the parcel recently purchased at 2884 <br />Centerville Road and SW Pioneer Park. The community building will be part of current <br />infrastructure, but future city space needs should be considered. These include: <br />• Providing ample parking to support building function and existing/future park user needs. <br />Expand the west parking lot north toward the drainage pond. Expand the east parking lot <br />south and west.
