Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Heidi Heller, City Clerk/HR Manager <br />Date: December 17, 2025 <br />Re:2026 Second-Hand Goods Dealers Licenses <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Second-Hand Goods Dealers Licenses for January 1 – December 31, 2026, subject to <br />submission of all required materials and fees, and satisfactory background checks and fire <br />inspections. <br />o Christian Life Ministries/New Day Mission Wearhouse Thrift Store – 2756 <br />Lakeshore Ave <br />o Joe’s Sporting Goods - 33 County Road B East <br />o Quality Furniture – 2900 Rice Street <br />o Three Stars Sportscards – 2682 Rice Street <br />Background: <br />These businesses have made an application for approval of their licenses for January 1, 2026, <br />through December 31, 2026. Not all application materials or fees have been submitted, so <br />approval should be contingent on receiving all required materials and fees. <br />Staff will have background checks conducted by the Ramsey County Sheriff’s Office for all <br />applicants, and the Fire Inspector is in the process of conducting annual inspections at each <br />business. <br />Staff Recommendations: <br />City staff recommends approval of the Second-Hand Goods licenses as requested, subject to <br />receiving all required materials and fees, and satisfactory background checks and fire <br />inspections.
