MINUTES <br />PARKS & RECREATION COMMISSION <br />APRIL 5, 2012 <br />RE- PRIORTIZE <br />TRAIL <br />CONSTRUCTION <br />SEGMENTS <br />Sanders asked if closest Eli Road neighbors have been advised of the <br />project. The Director indicated that he would stop by and talk to these <br />neighbors. <br />Fahey noted that there should be time for the turf to re- establish prior to <br />Canadian Days. Sanders agreed, depending on the weather conditions. <br />The Director reported that action plans are being put together for <br />presentation to the Council relative to the 2012 Goals, and one of those <br />goals is "Complete Pedestrian /Bike Trail System ". As part of the process, <br />the Commission is being asked to re- prioritize the listing of trail <br />projects /connections. That priority list will then be presented to the <br />Council and will be considered as the 2013 Budget is established. <br />Sanders suggested that prior to the May meeting, the Commission should <br />tour the trail system to better evaluate the connections that still need to he <br />made. It was noted that two of the pending projects, "Little Canada Road <br />from Centerville to Edgerton" and "Rice Street Trail ", will be completed <br />as part of upcoming road improvements. Fahey asked about the <br />"Centerville Road /County Road D" trail project. The Director indicated <br />that this trail project would need to be part of the Centerville Road <br />improvement given that the street pavement must be shifted to the west to <br />make room for the trail within the street right -of -way. However, the <br />Centerville Road project is not on the County's five -year plan at this time. <br />The Director indicated that he would like to see the "Waterworks <br />Trail /Railroad Crossing" project completed. He noted that the trail <br />segments on either side are complete, and only the crossing over the <br />railroad tracks is missing. The City has a permit from the railroad for the <br />crossing, which has already been extended once. This trail segment will <br />be expensive given the railroad's requirements (approx. $125,000). A <br />grant has been applied for again this year, but the likelihood of obtaining a <br />grant is slim. The Director suggested that the cost of this project may <br />have to be paid by the City if the project is to move ahead. Steinert asked <br />if this was a project that the Little Canada Recreation Association <br />(LCRA) would be interested in participating in. The Director suggested <br />that that might be an option. LCRA has never been approached about <br />participating in this project. The Director expressed concern about getting <br />the project completed before the railroad permit expires. <br />Sanders indicated that he would highlight the missing sections on the trail <br />map and number them to correspond with the priority list. This will be <br />submitted to the Commissioners prior to the trail tour at 6:00 p.m. on <br />Thursday, May 3 "i. The Commission can then undertake the ranking <br />process at their May meeting. <br />5 <br />
