STAFF REPORT <br />To: Mayor Fischer and Members of the Little Canada City Council <br />From: Ben Harrington, AICP, Community Development Director <br />Date: January 14, 2026 <br />Request: PC 1448 – 0 Market Place Drive - Variance Request <br />Actions To Be Considered <br />To Approve/approve with conditions/deny: <br />•A variance to allow the front setback of the principal structure to be 2 feet from the property <br />line, where a minimum setback of 10 feet is normally required, for the property located at 0 <br />Market Place Drive Little Canada, MN 55117, PID - 062922320030 <br />Background <br />Metro Transit is seeking to construct an operator’s restroom and break room facility to be located on <br />the property at 0 Market Place drive. The proposed facility is not a public restroom and would be used <br />by drivers/operators and Metro Transit employees only. The right-of-way area immediately to the <br />north will be upgraded to be the northern terminus station of the forthcoming bus rapid transit (BRT) G <br />Line which will run from Little Canada along Rice Street to downtown St. Paul and then continue <br />further south to West St. Paul. <br />The property is zoned C-2 Corridor Mixed. The City’s Future Land Use Plan slates the property for <br />Core Mixed Use. The property is developed as a storm pond and is owned by the City of Little Canada. <br />The City has no intention of selling or redeveloping the property. <br />Figure 1.
