Examples of vital documents in the U.S. DOT LEP Guidance include: <br />• Emergency transportation information <br />• Notices of public hearings regarding proposed transportation plans or projects <br />• Notices advising LEP individuals of free language assistance <br />• Applications or instructions on how to participate in a program or activity or receive <br />benefits or services <br />• Consent forms <br />Sometimes a large document may include both vital and non-vital information. Should future analysis indicate an LEP group meeting the <br />safe harbor threshold, City of Little Canada will evaluate its vital documents and provide <br />translations in accordance with the analysis and federal guidance. <br /> <br />FACTOR #4: THE RESOURCES AVAILABLE TO City of Little Canada AND THE COST OF <br />LANGUAGE ASSISTANCE <br /> <br />The resources available to City of Little Canada and the costs of providing language assistance <br />services may impact the steps taken to provide meaningful access to LEP individuals. <br />Additionally, reasonable steps may cease to be reasonable where the costs imposed <br />substantially exceed the benefits. City of Little Canada will determine on a case-by-case basis <br />whether language assistance costs outweigh the benefits. <br />
