MINUTES <br />CITY COUNCIL <br />APRIL 4, 2012 <br />Engineer indicated that the lanes are being narrowed. There will be two <br />1 1-foot driving lanes, and two bike shoulders (ranging from 3 'h feet to 5 <br />feet when adjacent to on- street parking). Turn lanes are being proposed at <br />Little Canada Road /MeMenemy and at Little Canada Road /Edgerton. The <br />existing north curb line will remain in the same location with the roadway <br />shifting to the north. <br />The City Engineer reviewed a diagram which showed a new retaining wall <br />proposed just cast of the driveway access to the front of St. John's Church. <br />This retaining wall will replace an existing wall and will likely result in <br />the loss of two trees. The wall is necessary given the accommodation for <br />the right turn lane onto MeMenemy Road. It was noted that the City has <br />met with representatives of St. John's Church on a few occasions to <br />discuss project details. The Engineer also described on- street parking <br />accommodations that are being proposed at St. John's request, <br />approximately 19 stalls on the north side of Little Canada Road as well as <br />a few in front of the rectory. <br />The Engineer then described the right -turn lanes that are proposed on <br />Little Canada Road at Edgerton. The Engineer also suggested that <br />consideration be given to adding turn lanes on Edgerton onto Little <br />Canada Road. This issue will be discussed with the County. <br />Blesener asked about the two access driveways into the Advent <br />Construction property. The Engineer indicated that the Council will <br />review access points and come up with an access management plan. <br />The Engineer then reviewed the accommodations proposed for bike <br />traffic, which the County is recommending be included. <br />Accommodations for bike traffic were included by the County in the Rice <br />Street Phase I project and are proposed for the Rice Street Phase II project. <br />He noted that an 8 -foot shoulder is proposed on the north side of the road <br />up to Centerville Road for bike traffic. There is an existing sidewalk on <br />the north side of the road from Centerville Road to the freeway and across <br />the freeway bridge. <br />The Engineer indicated that the issue of who is responsible for the cost of <br />right -of -way acquisition is being discussed with the County, with the <br />County's position being that the City has 1 00% responsibility. The City <br />Administrator reported that there may be a chance that this responsibility <br />will be equally shared by the County and City. Blesener pointed out that <br />not as much right -of -way is needed without the bike lanes, and the bike <br />lanes are being required by the County. The Engineer indicated that the <br />proposed sidewalk would be narrower in areas where on- street bike traffic <br />is being accommodated. <br />2 <br />
