MINUTES <br />CITY COUNCIL <br />APRIL 4, 2012 <br />The next issue reviewed was crosswalk placement, with the Engineer <br />noting that crosswalks are proposed at Centerville Road, from the Church <br />parking lots both across Little Canada Road and McMenemy Street, at the <br />Water Works trail crossing, at Noel Drive, and at Edgerton Street. The <br />Engineer pointed out the location where the Water Works trail comes out <br />onto Little Canada Road, noting that it is just east of the McMenemy street <br />intersection. He suggested directing the pedestrian traffic coming from <br />this trail to the north shoulder of Little Canada Road and then to a <br />crosswalk at McMenemy Street. It was suggested that this issue be <br />reviewed with the Parks & Recreation Commission. The City Engineer <br />was also directed to review the proposed sidewalk plan with the <br />Commission. There was discuss about crosswalks at Little Canada Road <br />and Edgerton Street, and the consensus was that the County should make a <br />determination about these crosswalks given they are usually not required <br />at controlled intersections. <br />Boss asked about a sidewalk around Gervais Lake. The City <br />Administrator noted that the City did install 5 -foot shoulders when Keller <br />Parkway was improved a few years ago. Given existing grades and <br />existing rights -of -way, that was the widest shoulder improvement that was <br />possible. The City of Maplewood only allowed for 3 foot shoulders along <br />Gervais Lake in their city. <br />The City Engineer then reviewed the proposed storm sewer improvement <br />along Little Canada Road. The storm sewer is proposed on the south side <br />of the street in the shoulder area of the road. The sanitary sewer is located <br />on the north side of Little Canada Road. <br />With regard to water treatment, the Engineer reported that a series of rain <br />water gardens are being proposed in locations not yet finalized. These <br />include near the cemetery, at the City Center property, along the south <br />boulevard that Schletty Drive properties back up to, at the former Huot <br />property, etc. The Engineer indicated that retaining walls will be needed <br />at the back of the Schletty Drive properties and at the City Center. He <br />noted that a tiered -wall system or a wall with a fence may be needed at the <br />back of the Schletty Drive properties. The Engineer indicated that it may <br />be necessary to add a rain water garden in front of the two residential <br />homes just west of the former Norm's Tires property. <br />The Engineer next reviewed driveway impacts. The first property <br />reviewed was 477 Little Canada Road, the former Norm's Tires site. The <br />Engineer presented a diagram which shows the addition of curbing islands <br />along Little Canada Road in front of the building. Those islands will <br />allow access to the bay doors, but eliminates the wide -open access that <br />3 <br />
