Pre-Proposal Conference/Meeting <br />Proposers are strongly encouraged to attend a Pre-Proposal Conference/Meeting at 10:00 AM CST on <br />Monday, February 23, 2026, held in the City Hall Council Chambers located at: 515 Little Canada Road E, <br />Little Canada, MN 55117 <br /> <br />Attendance will provide proposers with an opportunity to ask questions and gain a clearer understanding <br />of the project and expectations. <br /> <br />Questions and Addenda <br />All questions regarding this RFP must be submitted in writing to the RFP Administrator by the deadline <br />identified in the Anticipated Project Schedule. <br />Responses to questions and any addenda issued will be distributed to all known proposers and posted on <br />the City’s website. Oral responses or interpretations shall not be considered binding. <br />It is the responsibility of each proposer to verify receipt of all addenda prior to submitting a proposal. <br /> <br />Submittal Requirements and Evaluation Criteria <br />Proposals shall be concise, well organized, and submitted in the format below. Proposals will be <br />evaluated by a City selection committee based on the corresponding evaluation criteria. The City <br />reserves the right to interview selected firms, consider overall best value, and reject any or all proposals. <br />Proposal Section (Required Content) Evaluation Criteria (How It Will Be Scored) <br />1. Cover Letter <br />• Firm introduction and summary of qualifications and <br />primary contact <br />• Responsiveness and completeness <br />• Demonstrated understanding of City objectives <br />2. Firm Qualifications and Experience <br />• Legal name and office location(s) <br />• Years in business and areas of expertise <br />• Experience with community buildings or similar <br />public facilities <br />• Relevant professional experience <br />• Demonstrated ability to deliver projects within budget <br />and schedule <br />3. Project Team and Key Personnel <br />• Project Manager and key staff <br />• Roles and responsibilities <br />• Resumes and availability <br />• Qualifications and experience of proposed personnel <br />• Team organization, capacity, and continuity
