Ramsey - Washington Metro <br />December 28, 2004 <br />District <br />CITY OF LITTLE CANADA <br />515 LITTLE CANADA RD E <br />LITTLE CANADA, MN 55117 <br />Re: Savage Lake Level <br />Dear Property Owner: <br />2346 Helen Street . <br />North St. Paul, MN 5510` <br />(651)704-2089 <br />fax: (651)704 -2092 <br />email: office @rwmwd.orgg <br />website: vvww.rwmwd.org <br />I am writing to update you on the status of raising the lake level on Savage Lake and to <br />ask you to complete the attached form, which will allow us to proceed with this <br />improvement. <br />On August 23, 2004 a meeting was held at the Little Canada City Hall to discuss the level <br />of Savage Lake after the District installed the new outlet. It was clear at the meeting that <br />the lake level did drop as a result of the installation of the new outlet. At the meeting we <br />learned that the Minnesota Department of Natural Resources has specific rules that limit <br />the raising of the lake above the level of the old outlet pipe (which is where we set the <br />new outlet). <br />After the meeting, the District requested the DNR to conduct a formal Ordinary High <br />Water (OHW) elevation survey. This survey defines the normal lake level and is the <br />level that defines DNR regulatory jurisdiction. This survey showed that the OHW was <br />approximately 1.5 feet above the new outlet level. <br />Based on this survey, the District requested DNR permission to raise the lake level by <br />1 foot to elevation 895.1 MSL. The DNR said we couldn't raise the lake level under <br />current DNR rules without getting special permission from the DNR Commissioner and <br />this would only be possible if we obtained flooding easements from every lakeshore <br />property owner. This would require formal easements to be surveyed and recorded. We <br />estimated the cost of this project to be in excess of $100,000. <br />2 <br />
