-EL LRIHG gt, -ASSOCIATES <br />T11111 11011141 <br />April 22, 2005 <br />File: 120043E -0240 <br />Honorable Mayor and City Council <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117-1633 <br />RE: HILLCREST ACRES <br />CITY OF LITTLE CANADA <br />Dear Council Members: <br />As requested, we have reviewed the submittal package for the proposed Hillcrest Acres <br />development located in the southeast intersection of Country Drive and Spruce Street. <br />The submittal documents were prepared by Master Engineering and Egan, Field, & <br />Norwak, Inc. Based upon our review we would offer the following comments. <br />Preliminary Plat <br />1. Drainage and utility easements must be granted 'along all lot lines. The <br />preliminary plat does note that the drainage and utility easements will be <br />added as determined by the City of Little Canada for the final plat. The <br />minimum drainage and utility easement along all lot lines is 6 -feet per city <br />code. However, we would recommend that a 10 -foot drainage and utility <br />easement be granted along all street rights of way and a 6 -foot easement be <br />granted on each lot along all shared lot lines. <br />2. Based on review of the preliminary plat it appears that a small portion of the <br />east radius of Spruce Street at Country Drive is not within the City right -of- <br />way. Due to the amount of truck traffic in the area we feel that the radius <br />should remain at its current size. Therefore, we would request that additional <br />street right -of -way be granted to allow the street to remain in- place. The <br />exact area of the additional right -of -way required could not be determined <br />from the plat, but it appears that the area would be less than 25 square feet. <br />3. The Developer should provide proof of access and parking easements for the <br />shared access point and parking. These easements should not be shown on <br />the plat. <br />4. A drainage and utility easement should be shown over the Metropolitan <br />Council sanitary sewer line. <br />Grading, Erosion Control, Utility Plan <br />1. The outlet to Blackturn Pond has been added to the plans.
