Montour agreed, but Felt that in order to give proper <br />consideration to residents along both sides of the street their input should <br />be sought. <br />:BANNERS The Council reviewed the proposed amendment to the temporary sign <br />ordinance relating to banners as was discussed at its last meeting. <br />LaValle indicated concern For banners that are being utilized by local bar <br />owners to promoting their sponsorship of ball teams. I -Te felt these <br />banners wwould need to be up Ionizer than the 30 day period provided in the <br />proposed ordinance. Biesener noted that some of the bars sponsor teams <br />all year round. <br />LaValie stated that he Felt some businesses were using banners as a means <br />to have additional signage year round. -le indicated that by classifying <br />banners as temporary signs, his intent was not to hurt business or curtail <br />promotions, but provide Pc r some control <br />Montour noted that since banners were allowed as permitted signs, there <br />are so many banners up in the City that a person no longer even sees them. <br />Montour indicated that he, too, was concerned about the year round usage <br />or banners as additional signage For a business and did not think they <br />should be used for this purpose. <br />Allan noted the [Market Square Town Offices and the impact that the use <br />oibanners by individual tenants would have on this building. <br />Biesener and :Allan Pelt that banners should be a temporary sign. Montour <br />vvas concerned about the City resources that would be used in enforcing <br />this Change. The City Administrator Felt the initial enforcement etifort <br />would be great. but alter that point, entoicement should be manageable. <br />The Council discussed hove the ordinance could be worded to allow liquor <br />establishments to use banners to ;tdccr;isement for [Cann sponsorship in a <br />reasonable manner.
