Hanson <br />www. ci. little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: July 8, 2005 <br />RE: Public Works Garage Site <br />We commissioned an appraisal of the MAC Properties (McGough Construction) site off of Woodlyn <br />for a future public works garage site. The value as of the January 10, 2005 date was estimated at <br />$520,000. Staff also contacted a relocation specialist to get an idea as to what relocation costs may <br />run if we acquired the site via eminent domain. Based on this person's very rudimentary analysis, he <br />stated relocation costs would run between $50,000 to $150,000. ($100,000 was his best guess.) <br />If a voluntary acquisition is impossible, we could be looking at the following costs for the site: <br />Land Price $520,000 <br />Relocation 150,000 <br />Relocation Consultant 5,500 <br />Eminent Domain Costs 30,000 <br />Miscellaneous 19 500 <br />Total $725,000 <br />This would seem to be the best site available to the City. However, there are concerns that will need <br />to be addressed. They are as follows: <br />1. Water and sanitary sewer extensions will be needed to serve the site. Lee Elfering has <br />been studying this issue and indicated he will have a preliminary analysis ready for <br />Wednesday night. <br />2. A street extension is needed to properly access this site. Soo Lane would be extended <br />from Woodlyn Avenue. This does create the potential to extend all the way to South <br />Owasso Boulevard and address the access issues associated with Roseville Plumbing <br />and Donovan Construction sites (past Council's have tried to resolve this issue).
