MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2008 <br />MULTI-FAMILY The City Administrator indicated that he would be drafting a model for <br />HOUSING the multi-family housing licensing for the Council's review and <br />LICENSING discussion as well as a timeline for implementation. He indicated that he <br />would be including a provision for frequent housing inspections into the <br />model ordinance. <br />Blesener noted that the Fire Marshal informed him of a situation at <br />Montreal Courts and that both their office and the Sheriff's Department <br />have not been able to get Children's Protective Services to respond. The <br />City Administrator indicated that he would contact the County relative to <br />this matter. <br />It was noted that there will be more discussion about the multi-family <br />housing licensing pro~ram at the goals review session to be held on <br />Monday, February 25 . <br />RICE STREET The Administrator reported that the Rice Street Bridge has not been <br />BRIDGE included in the Governor's Bonding Bill. However, Representative Scalze <br />is sponsoring legislation to have it added to the package. The <br />Administrator reported that replacement of this bridge has been moved to <br />the County's top priority for public works funding. The County has also <br />made application for Federal funding. The Administrator also indicated <br />that it is important that St. Jude continue to express its support for this <br />project. <br />PUBLIC The Administrator indicated that the City's options for a Public Works <br />WORKS Garage site remain the same, i.e. the Schrier site at Owasso and Spruce <br />GARAGE Streets, the Lapham-Hickey Steel site at Country Drive and Spruce Street, <br />and the McGough redevelopment area. The Administrator pointed out the <br />Valor litigation against the City claiming a taking of their property. He <br />noted that the City is at risk that it will have to purchase this site if the <br />court ruled against us. He asked the Council if they wanted to delay a <br />decision on the Public Works Garage site until the Valor litigation is <br />resolved. <br />The Council agreed to delay action pending the outcome of the Valor <br />litigation. The Council discussed the estimated value of the Valor <br />property and the fact that extensive soil corrections would be needed to <br />develop the Public Works garage on this site. <br />The City Administrator suggested that any of the potential sites mentioned <br />would likely require acquisition through eminent domain.
