NEIGHBORHOOD MEETING MINUTES <br />TWIN LAKE LAND DEVELOPMENT CONCEPTS <br />WEDNESDAY, JULY 20, 2005 <br />7:00 P.M. <br />The City Administrator welcomed those present to the neighborhood meeting to discuss potential <br />development of a 4.63 acres parcel of land the City owns that is on the north side of Twin Lake <br />Boulevard and to the west of Twin Lake Road. (See sign -in sheet for those in attendance.) <br />The City Administrator introduced himself, Mr. Lee Elfering of Elfering & Associates, the City <br />Engineer, and Mr. Steve Grittman of Northwest Associated Consultants, the City Planner. <br />The City Administrator noted that this site was acquired in 1988 though a tax forfeiture <br />proceeding. Development was not possible due to the lack of a public water supply to serve this <br />area. That problem was rectified in 2004 with the Twin Lake water main project. He noted that <br />the City Council has set as one of its goals the desire to dispose of unneeded parcels that the City <br />owns in order to get them back on the tax rolls. He further stated the site has some constraints <br />that impact how a development will occur. At this point, he asked the City Engineer to review <br />some of the factors impacting the development of this property. <br />The City Engineer pointed out that there is some substantial vertical drop over this site from east <br />to west. He noted there is nine feet of elevation difference between Twin Lake Boulevard and <br />the property (the property is lower). At the west end of the site, it is nearly level. <br />The City Engineer also mentioned staff's desire to limit access to Twin Lake Boulevard due to <br />the grade differential and to minimize conflicts on a busier road. To that end, it may be possible <br />to use the road that enters Five Star Estates. This road exists via easement from the City's <br />property. It may be possible to tie a street serving the development into the Five Star access road <br />to eliminate one new connection to Twin Lake Boulevard. <br />Sanitary sewer exists on Twin Lake Boulevard to a point about 200 feet west of Twin Lake <br />Road However, the end manhole is only about eight to nine feet deep. Given the grade <br />difference from the street to the lot, a lift station will be needed to provide sewer to this area. <br />The City Engineer also noted that there are some properties across Twin Lake Boulevard (24 & <br />60 Twin Lake Boulevard) that are not served by sanitary sewer and it would be the City's goal to <br />provide service to those properties as well. <br />Water main was extended to this area in 2004 through a looped system under Interstate 694. <br />However, no stubs have been provided for this property, as specific connection points could not <br />be determined at the time the main was installed. The water main is on the south side of Twin <br />Lake Boulevard. <br />The last issue discussed by the City Engineer related to storm water collection, treatment, and <br />discharge. He noted the grade of the property would flow water to the west. Some form of on- <br />site ponding and treatment will need to be provided for. <br />At this point, the Planner reviewed various land use considerations and development concepts. <br />He noted the site as zoned R -1, Single Family Residential.
