202. ADVISORY PLANNING COMMISSION <br />202.010. APPOINTED MEMBERS. An Advisory Planning Commission is hereby <br />established, consisting of not more than nine (9) members, to be appointed by the City Council. <br />202.020. RESIDENT WITHOUT ELECTIVE OFFICE. Each member of the Advisory <br />Planning Commission shall be a resident of the City who does not hold any elective office. <br />202.030. TERM OF OFFICE AND VACANCIES. Each member shall be appointed by the <br />Council and shall hold office until his/her successor is appointed and qualified. The term of such <br />office shall be at the discretion of the City Council. <br />In case of a vacancy during the term of office of any member of the Commission, the City <br />Council shall appoint a new member to serve the remainder of the term. A vacancy shall exist if any <br />of the following occur: death; residence outside of the City; resignation; and disability or failure to <br />serve. A failure to serve shall be deemed to exist if any member is absent from three consecutive <br />meetings or is absent from four meetings in a calendar year. A meeting shall be any scheduled <br />regular or special meeting. <br />The provisions relating to absences from meetings shall be retroactive to January 1, 1997. <br />There shall be no excused absences. <br />202.040. NO COMPENSATION. The Advisory Planning Commission shall serve without <br />compensation and they shall elect a chairman from among their own membership, and shall meet <br />at the times and places they may determine. <br />202.050. ADMINISTRATOR FOR COMMISSION. The City Administrator shall act as <br />Administrator for the Commission unless other personnel is authorized by the Council. <br />202.060. CITY ENGINEER AND ATTORNEY COOPERATION. The City Engineer and <br />the City Attorney shall be ex- officio members of the Commission, but shall not be entitled to vote <br />as such. All City inspectors and other regular employees or personnel of the City shall cooperate <br />with the Advisory Planning Commission and make themselves available and attend meetings when <br />requested to do so. <br />202.070. RECOMMENDATIONS OF COMMISSION. The Advisory Planning <br />Commission shall, pursuant to Council directives, Council resolutions, or City ordinances, propose, <br />draft or recommend, overall or partial plans for future physical development and improvements of <br />the City, including all matters relating to zoning and planning as cities are authorized and <br />empowered to undertake pursuant to state statutes and laws. This Commission shall also consider <br />all plats submitted by private property owners, all plans and proposals for development of private <br />or public property within the City, and shall advise the Council on any and all matters referred to it <br />by the Council. <br />202 -1 <br />
