MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2005 <br />CONDITIONAL <br />USE PERMIT, <br />AMUSEMENT <br />DEVICE <br />LICENSE, <br />TOBACCO <br />LICENSE — <br />2900 RICE <br />STREET — <br />COLISEUM <br />BILLIARDS <br />THE PARKING LOT ON EVENINGS AND WEEKENDS, AND <br />SUBJECT TO THE DEDICATION OF EASEMENTS FOR STREET, <br />SNOW STORAGE, AND RAIN WATER GARDENS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Allan, LaValle, Blesener, Montour, Keis. <br />Nays (0). Resolution declared adopted. <br />Blesener opened the public hearing to consider the request for a <br />Conditional Use Permit to allow a billiard/amusement hall as a <br />commercial recreation use in the PUD District for Coliseum Billiards, <br />Mr. Ahmed Alriffi. It was noted that the Planning Commission has <br />recommended approval of the CUP, including a 4 a.m. closing time, <br />subject to the closing time being posted as 2 a.m. The Commission is <br />also is recommending a six month review of the CUP. <br />LaValle pointed out that the current owner of the Coliseum Billiard Hall <br />runs a very good operation, and, as a result, the City was willing to expand <br />the hours of operation to 4 a.m. LaValle asked if Mr. Alriffi has been <br />working with Mr. Melloy to learn the business. <br />Mr. Alriffi reported that he has been working with Mr. Melloy and hopes <br />to run the same quality operation that he has. Mr. Alriffi indicated that he <br />was agreeable with the recommendations of the Planning Commission. <br />He also indicated that he is looking forward to operating a good business <br />in Little Canada. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Montour, the public hearing was <br />closed. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2005-2-51 — APPROVING THE CONDITIONAL <br />USE PERMIT TO ALLOW A BILLIARD /AMUSEMENT HALL AS A <br />COMMERCIAL RECREATION USE IN THE PUD DISTRICT AS <br />REQUESTED BY MR. AHMED ALRIFFI SUBJECT TO <br />COMPLIANCE WITH THE RECOMMENDATIONS OF THE <br />PLANNING COMMISSION TO ALLOW A 4 A.M. CLOSING TIME, <br />REQUIRING THAT THE CLOSING TIME BE POSTED AS 2 A.M., <br />AND SUBJECT TO A SIX MONTH REVIEW OF THE <br />CONDITIONAL USE PERMIT, AS WELL AS APPROVING THE <br />11 <br />
