MINUTES <br />City Council <br />April 26, 1989 <br />6• <br />Frank <br />C.attalone <br />?zoning <br />rase <br />Agenda <br />:em No. 9 <br />Sb(eoo S1)vt4te <br />RESOLUTION NO. 89 -4 -161 - APPROVING THE APPLICATION <br />FOR BINGO LICENSE RENEWAL AS SUBMITTED BY THE <br />NORTH SUBURBAN YOUTH ASSOCIATION <br />The foregoing resolution was duly seconded by Mr. Collova. <br />Ayes (5) Scalze, Collova, Fahey, Blesener, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Matson reported that the Little Canada Recreation Association has three <br />members on the North Suburban Youth Association Board, and these members <br />have been appreciated for their input. <br />Blesener reported that action was previously tabled by the Council on the <br />Frank Frattalone request for rezoning to give the City Planner an opportunity <br />to meet with Mr. Frattalone on the issue. <br />The City Planner reported that Mr. Frattalone is requesting that his property <br />be rezoned from I -P to I -1 with the exception of the 233 feet of property on <br />South Owasso Blvd. The Planner reported that the Council was concerned about <br />the possibility of a third lot being split from the property that would not <br />meet I -P standards. This is the area where Mr. Frattalone's outdoor storage <br />is now located. <br />The Planner reported that he has reviewed four different scenarios of the <br />situation. The first encompasses retaining I -P zonina along South Owasso <br />to a depth of 253 feet. This would leave 2.3 acres of property south of <br />the site of Mr. Frattalone's existing building that could be split in the <br />future. <br />The second scenario moved the depth of I -P zoning on South Owasso to 353 <br />feet, which would leave 1.7 acres of property that could be split into a <br />third lot. The third sQE ?ra-rro suggests I -P zoning for the entire parcel <br />with the exception of the lot' suggested by the Planner for the existing building. <br />The fourth scenario suggests leaving the entire parcel I -P, which is <br />objectionable to Mr. Frattalone. The Planner stated that Frattalone also <br />objected to the third scenario since his storage yard would be located on <br />I -P property and would be considered non - conforming. <br />The Planner stated that the location of the south line of the I -1 zoning <br />really does not make a difference since in either case, as outlined in <br />scenario 1 or 2, there is the possibility of splitting a third lot. The <br />Planner pointed out that the proposal for a landsplit would have to be <br />reviewed and acted upon by the City Council. <br />Frank Frattalone stated that he would he most comfortable with establishing <br />the depth of the I -P zoning at 253 feet. <br />Scalze suggested the 353 feet, since the potential third lot would already <br />be zoned I -P and this might avoid some problems in the future. <br />Page -15- <br />
