Necessity and Cost - Effectiveness <br />As indicated above, both Edgerton Street and County Road D are County Roads and are <br />currently built to rural standards with roadside ditches. Ramsey County Public Works has <br />indicated they are not reconstructing County Roads to rural standards if they are in urban <br />areas. Therefore, any improvements to these roads at this time should also be done to urban <br />standards with concrete curb and gutter and appropriate storm water system. <br />There is no City of Little Canada water main along County Road D between Edgerton Street <br />and Desoto Street extension easement. Water main will need to be install in this area to <br />provide sufficient water when the area south of County Road D within this section develops <br />in the future. It would be more costly to install water main through the approach <br />construction zone in the future since we would have to remove and replace a major portion <br />the work being placed as part of the Edgerton Street Bridge replacement approach <br />reconstruction. As a result, it would be more economical for the City of Little Canada to <br />install the water main as part of the Edgerton Street bridge replacement and approach work. <br />Informational Meetings <br />No informational meetings on these improvements have been conducted to date. An <br />information meeting will be conducted prior to the City Council hearing on these <br />improvements. <br />Proposed Improvements <br />Because the Edgerton Street Bridge is being raised 4 1/2 feet, the approached to the bridge <br />need to also be raised and reconstructed. Ramsey County Public Works has determined that <br />the reconstruction of these road sections will be done to an urban section with concrete curb <br />and gutter and appropriate storm sewer system. Therefore, both Edgerton Street and County <br />Road D approaches to the new bridge will include a new bituminous surface, concrete curb <br />and gutter, and a buried storm sewer system. <br />The City of Little Canada is proposing to install approximately 800 lineal feet an 8 -inch <br />diameter water main along County Road D west of Edgerton Street as part of the Edgerton <br />Street bridge replacement project being accomplished by MNDOT. A water service will be <br />installed to the property line of each property without current City water service and two <br />hydrants will be installed to provide adequate fire protection in the area. <br />Easements <br />Easements will be required as part of the Edgerton Street Bridge replacement approach <br />construction and are being obtained by MNDOT.
