Permits <br />As part of the Edgerton Street bridge replacement project, MNDOT will obtain a Ramsey- <br />Washington Metro Watershed permit for discharge of storm water, and a NPDES permit for <br />construction of the approach areas. <br />Estimated Project Cost <br />MNDOT has developed preliminary costs estimates for the Edgerton Street Bridge <br />replacement project, which includes the reconstruction of the bridge approaches, storm sewer <br />system and City water main. The estimated cost to reconstruct the Edgerton Street Bridge <br />approach areas to an urban section is $84,738.16. Adding 10% contingency and 20% <br />overhead to this construction cost results in a total of $111,854.36. The estimated cost to <br />modify the storm sewer system design for the Edgerton Street Bridge replacement project to <br />accomidate future storm water that may be directed to this area is $284,851.50 of which the <br />City of Little Canada is responsible for 55% or $156,668.32. Adding 10% contingency and <br />20% overhead to this construction cost results in a total of $206,802.18. The estimated cost <br />for the City of Little Canada water main in the Edgerton Street Bridge replacement approach <br />reconstruction area west of Edgerton Street is $39,815.01. Adding 10% contingency and <br />20% overhead to this construction cost results in a total of $52,555.81. A copy of MNDOT's <br />preliminary detail construction estimate breakdown is attached. <br />Financing <br />Residential Assessment <br />Based on the City Assessment Policy that governs street reconstruction /rehabilitation, the <br />primary method of financing street improvements is to assess the adjacent property owners <br />on a front foot basis. The actual assessable cost of a rural street reconstruction upgrade to an <br />urban section is 85% of the cost based on an urban section consisting of concrete curb and <br />gutter, three inches of bituminous, and eight inches of aggregate base for a maximum street <br />width of 30 feet. The City's current cap on the assessment rate that can charged per front <br />foot for an urban, residential street is $51.50. <br />Commercial Assessment <br />The actual assessable cost of a street serving commercial properties is 80% of the project <br />cost, excluding storm sewer, and 100% of the concrete curb and gutter cost. The City's <br />current cap on the assessment rate that can be charged per front foot for an urban, <br />commercial street is $105.00. <br />Water Main Assessment <br />Based on the City Water Main Assessment Policy, the sole method of financing the <br />installation of an 8 -inch water main and related appurtenances shall be borne by the affected <br />property owners. The preferred method of assessment, as stated in the City's Water Main <br />Assessment Policy, would be on a "per lot" basis.
