City of Little Canada- Minnesota <br />a. The City will implement an operation and maintenance program that includes a <br />training component as described in BMP sheet 6 -O2 -R. The City's program will <br />address park and open space maintenance, fleet and building maintenance, new <br />construction and land disturbances, and stout' water system maintenance. <br />b. the City will: <br />1) Operate and maintain the stotut water system (see BMP 6 -04 -R). <br />2) Inspect annually all structural pollution control devices in the City's <br />system (see BMP 6- 03 -R). <br />3) Inspect annually at least 20% of the City's outfalls, sediment basins <br />and ponds (see BMPs 6- 03 -R). <br />4) Based on the City's system inspections, complete repair, replacement, <br />or maintenance measures as necessary (see BMP 6- 04 -R). <br />5) The City will summarize the results of outfall inspections in the annual <br />report and include the dates of inspection and the date of completion of <br />major additional protection measures (see BMPs 6 -03 -R and 6- 05 -R). <br />6) The City will keep records of inspection results, date, antecedent <br />weather conditions, sediment storage and capacity remaining, and any <br />maintenance performed or recommended. After two years of inspections, <br />if patterns of maintenance become apparent, the frequency of inspections <br />may be adjusted. If maintenance or sediment removal is required as a <br />result of each of the first two annual inspections, the frequency of <br />inspection will be increased to at least two (2) times annually, or more <br />frequently as needed. If maintenance or sediment removal is not required <br />as a result of both of the first two annual inspections, the frequency may <br />be reduced to once every two years (see BMPs 6- 04 -R). <br />PI. Modifications to our Storm Water Pollution Prevention Program. <br />1. The City understands that the Commissioner may require modifications to our <br />SWPPP as needed, and may consider the following factors: <br />a. Discharges from the City's system are impacting the quality of receiving waters. <br />b. More stringent requirements are necessary to comply with new state <br />or federal regulations. <br />c. Additional conditions are deemed necessary to comply with the <br />goals and requirements of the Clean Water Act. <br />The City understands that modifications required for our SWPPP will be requested by <br />the Commissioner in writing, setting forth schedules for compliance, offering the <br />District an opportunity to propose alternative program modifications, and to meet the <br />objectives of the requested modification. <br />The City understands that our SWPPP may be modified by without prior approval of <br />the Commissioner. provided it is in accordance with the following: <br />Ciry uti.jide Canada, MN <br />March 10. -004 <br />:uipenciis 3 Page 9 <br />- 7 5 - <br />Permit No. YIN R850000 <br />NPDES Phase 11 Permit NOT <br />
