MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2004 <br />IMPROVEIVIENT their watermain that is near the Twin Lake area much sooner than <br />expected. Vadnais Heights has also indicated that the Collova Family has <br />expressed interest in developing their property located near the Twin Lake <br />area, which increases the likelihood that the Vadnais Heights watermain <br />will be looped. The City Administrator suggested that the Twin Lake <br />property owners be surveyed once again to determine if their preference is <br />for Little Canada water with its added cost in light of the potential for an <br />earlier loop of the Vadnais Heights watermain. <br />Fahey questioned whether it was likely that Vadnais Heights would move <br />quickly on looping its watermain, but agreed that this new information <br />should be provided to the Twin Lake area property owners. Fahey <br />suggested that a new survey be sent with the results presented to the full <br />Council on March 10'x'. <br />Anderson stated that he was hesitant to support the Little Canada <br />watermain option from a cost standpoint. He agreed that the information <br />that Vadnais Heights may loop their line quicker than anticipated should <br />be presented to the residents. However, he was unsure how committed <br />Vadnais Heights really was to doing so. Anderson felt a new survey <br />should be sent to the Twin Lake area outlining the Council's <br />recommendation of February 23"i, the additional cost of the Little Canada <br />option, and getting the property owners' reaction to that recommendation. <br />LaValle pointed out that if Vadnais Heights' watermain is extended into <br />the Twin Lake area, Little Canada would not bill those residents. <br />Anderson pointed out that if Little Canada watermain is extended and the <br />City turns over its water system to St. Paul, Little Canada would no longer <br />bill. Anderson pointed out that the capital costs of extending watermain to <br />the area would not be recovered as part of the billing for water usage. <br />Fahey noted that the issue of extending Little Canada watermain to the <br />Twin Lake area is one of maintaining a sense of Little Canada community <br />to those property owners. Anderson pointed out that there are other Little <br />Canada property owners who are supplied water from Vadnais Heights. <br />LaValle stated that he supported another survey, and hoped that the <br />response would be better than the first. He suggested that staff contact <br />those property owners who do not respond in an effort to obtain the input <br />of all the Twin Lake area property owners. <br />ADJOURN Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION ATO. 2004 -2 -36 — ADJOURNING <br />- 2 4 - <br />14 <br />
