9y//2 CG'CGJ6cLCC'
515 Little Canada Road. Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-eanada.mn.us
MEMORANDUM
TO: Twin Lake Area Property Owners
FROM: Joel Hanson, City Administrator
DATE: February 27, 2004
RE: Twin Lake Area Watermain Improvement
MAYOR
Michael 1. Fancy
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Biesener
t1DMINISTRATOR
Joel R. Hanson
At the February 23, 2004 Improvement Hearing for the Twin Lake Area and based upon the
consensus of those present, the City Council indicated a willingness to bring a looped Little Canada
watermain into the Twin Lake Area. As you may know, this will involve bringing watermain across
the freeway, resulting in additional costs estimated between $1,950 and $2,850 per lot, in addition to
the estimated per lot watermain assessment of $5,600. The Council's position was that the City
would pay 50% of the additional cost to bring the Little Canada water system across the freeway
(based on actual costs) and the other 50% would be included in the assessment total. Therefore, the
total watermain assessment could be between $6,575 to $7,025 per lot ($5,600 plus an additional
$975 to $1425). Please note that final project costs will be used to determine the amount of the
additional Little Canada watermain costs to be split 50/50.
Given that the full City Council was not present at the February 23rd hearing, this recommendation
will be made to the Council for action at their March 10, 2004 meeting at 7:30 p.m. The
recommendation will also include proceeding with the street improvement. The estimated
assessment for the street is based on a per lot cost of $5,351.81.
After the February 23 "I improvement hearing, I discussed this outcome with the City of Vadnais
Heights and was informed by City Administrator Gerry Urban that they are considering looping of
the Vadnais Heights watermain as early as next year. This is due to a number of factors, including
the potential development of the property that is located east of the Twin Lake Trail cul -de -sac.
However, this is not a certainty and we cannot guarantee a Vadnais looping option at this time.
Given this additional information, and due to the light response to the City's earlier survey, the
Council asked staff to survey the Twin Lake Area one more time with the results of that survey to be
presented and considered at the March 10" meeting. I am, therefore, requesting your cooperation in
completing the attached survey and returning it to the City in the postage -paid envelope as soon as
possible so that results can be presented to the Council on March 10t.
Thank you for your assistance.
- 2 5 -
