a new site plan that shows an area behind his building that would be fully screened to allow for <br />outdoor storage. He has asked if we could talk about if this would be a possible solution before <br />he makes formal application to amend his CUP. I have attached a copy of his revised site plan. <br />As for his license, in the report included I have outlined the timeline for our current auto retail <br />license holders and included the council minutes from Benchmark Auto. At this time I am <br />unsure on how to handle this matter. There are three possible options — 1. Issue a retail license <br />and exceed our ordinance - when one drops we will again be in compliance with our ordinance. <br />2. Change ordinance to allow for five retail licenses. 3. Continue to issue a wholesale license. <br />Dan's Auto (Winner Automotive) — 3032 Centerville Road <br />This has also been identified as one of the areas that needs to be reviewed. Dan Winner was <br />issued a citation in October 2001. His court date was April 15, 2002 at which time he pled guilty <br />to the charge of maintaining a public nuisance. He was given a $50 fine and one year probation. <br />I will be sending a letter to Mr. Winner to again attempt to bring this property into compliance. <br />Short timeframes will be given to him without extensions, since he is well aware of his violations <br />with property. Citations will be issued if those deadlines are not met. Note: His license for auto <br />repair expires June 30, 2004. If compliance is not achieved at that time, the license will be held <br />to ensure compliance. <br />Market Place Shopping Center — 2900 Rice Street <br />Permits have been issued for and inspections completed for the two (2) new entrances in the rear <br />of the building. The contractor was charged double on his permit due to starting work prior to <br />having a permit. They are presently in compliance with all accessibility and exiting. The front <br />parking lot final lift is yet to be done and I have written documentation that accessibility will be <br />met when completed. <br />Staff is doing a thorough review of the property to address other items such as parking, lighting, <br />signage, refuse screening, junk vehicles, etc. We hope to have this ready for Wednesday's <br />meeting and will discuss corrections with the owners. <br />Ruth Street Four Plexes <br />We have been having some notable events generated from the Ruth Street area in the recent <br />months. This summer we were having graffiti around the Ruth Street area. Local businesses, <br />Roseville Middle School, and the railroad tracks on Viking Drive were all vandalized. We were <br />also receiving reports of kids throw rocks onto cars driving under the bride on County Road C. <br />The most recent news has come from a call the Sheriff received on December 29, 2003 about a <br />assault. It was reported that a male victim was assaulted by four asian males in front of the home <br />at 2560 Ruth Street with weapons. A suspect was arrested at 2560 Ruth Street. In this report the <br />Sheriff's dept reports all suspects are alleged to belong to Mafia Pride street gang (asian in <br />orientation). The residents of 2560 Ruth Street are concemed about possible gang problems in <br />area. Although we have not received any calls to city offices about concerns or code violations <br />we feel it may be time to have a neighborhood meeting again.
