MINUTES
CITY COUNCIL
MARCH 12, 2003
Upon motion by Blesener, seconded by Fahey, the public hearing was
closed.
LaValle asked if both sides of the Market Place pylon sign counted in the
square footage calculation. The City Administrator reported that the City
Planner has informed him that the square footage of the pylon sign counts
in the signage calculation, but only one side of the pylon is counted. The
Administrator reported that the signage plan still meets the ordinance
criteria with the exception of a few instances as noted in his report.
LaValle asked about Taste of Scandinavia's signage. The Administrator
reported that Taste of Scandinavia is allowed one sign, but they have put
up two. One sign is on the south side of the building and the other on the
west. The Administrator reported that prior to the development of the
Snyders store on the west side of the shopping center, the space occupied
by Taste of Scandinavia would have been allowed two signs since it has
frontage on two public streets. The Administrator indicated that his
recommendation is to allow the two signs for Taste of Scandinavia.
LaValle asked about allowing two signs for Curves. The Administrator
reported that Curves has not submitted a proposal for two signs. However,
given the location of the Curves space in the shopping center as well as
from an aesthetic perspective, he did not recommend allowing Curves to
have two signs.
The Administrator reported that JiR's Powerhouse is subleasing space to
two tenants, one is a nutrition center and the other is a taekwondo school.
Each of these tenants would like to put up a sign. The Administrator
noted his recommendations included the signage for JR's as well as the
nutrition center. The taekwondo school would like 18 square feet of
signage as well. The total signage for the three entities would fall within
the total square footage allowed for this space.
Anderson asked about the issue of uniformity of signage. The City
Administrator reported that the City's architectural guidelines require that
signage that is lit consist of individually lit letters. He pointed out that
some of the signage at the shopping center has the individual letters
affixed directly to the building and some are on a track system. The
Administrator also pointed out that the color of most of the signage is red
with gold trim, however, there is some green colored letters. The
Administrator indicated that his recommendation did not address the issue
of color.
Montour stated that he would prefer to see some uniformity, and indicated
that he would like to see all signage letters mounted directly to the
