MINUTES <br />CITY COUNCIL <br />APRIL 25, 2012 <br />Auge noted that it is proposed that the Rice Street road elevation will be <br />dropped approximately 2 feet at the County Road C intersection. He <br />noted the medians proposed at this intersection both on Rice Street and on <br />County Road C. The project also proposed to eliminate the split -phase <br />light at the intersection which will give more green time at the light. Auge <br />noted that dropping the grades in this area will help facilitate the proposed <br />sidewalk improvements, noting that the properties in this area are <br />generally lower than the street. <br />Duray stated that Tom Vogt at Gas N Go had informed him there was <br />discussion about not lowering the street grade. Auge indicated there was <br />some discussion about reducing the drop by one foot; however, the <br />designers found that would require an additional foot of fill on County <br />Road C in Roseville. Auge noted that the curbing on the Gas N Go <br />property is right up to the right -of -way. The County has tried to minimize <br />the impact on the Gas N Go property, and that is why the pavement <br />location is not being moved. Blesener noted the impact of the medians on <br />the Gas N Go property. Auge indicated that they are being proposed for <br />safety reasons. The City Administrator noted that the Gas N Go property <br />is a very difficult one to deal with pointing out that when MN DOT was <br />acquiring additional right -of -way on Rice Street, the left that property <br />alone. Duray asked the length of the medians. Auge estimated 300 feet <br />on Rice Street and 150 feet on the Little Canada segment of County Road <br />C. <br />Auge indicated that the County has a site planner working on the Gas N <br />Go property to see if they can come up with a reconfiguration of the site. <br />Auge noted that any reconfiguration would involve some of the adjacent <br />property. That property owner is wilting to sell his property; however, <br />there are a lot of things that would have to occur in order to pull all of that <br />together. <br />Auge continued with his explanation of the project, noting that their site <br />planner is also working on the access for the North Heights Church <br />property and the circulation needed for their school and day care. Auge <br />reviewed additional access changes for the properties at the corner of Rice <br />Street and Iona Lane, the proposal to do water infiltration for the project at <br />the front of the Winter's property, and access changes for the three <br />buildings just south of The Lodge. Auge noted that the Council is trying <br />to minimize impact on pavers, etc at Rice Street and Little Canada Road, <br />but some disturbance will be necessary. The traffic signal at this <br />intersection will be replaced. The County is also proposing to close the <br />Rice Street access for US Bank, noting that they have two access points on <br />Millstone Road. Auge indicated the option to utilize the US Bank pond <br />for water treatment as well as the southwest corner of Rice Street and <br />2 <br />
