MINUTES <br />CITY COUNCIL <br />APRIL 25, 2012 <br />County Road C -2. The City Administrator suggested that a meeting be <br />held with representatives of US Bank to discuss the impacts that this <br />project could have on their property. <br />Auge discussed water treatment noting that the use of rain water gardens <br />will require a great deal of property. Therefore, the County is looking at a <br />piped system. Although that system will be more expensive, the tradeoff <br />in land costs is an equalizing factor. <br />Auge reviewed the proposed project schedule, noting that ideally, private <br />utility relocation would occur in 2012 and right -of -way acquisition would <br />occur from May, 2012 through April 2013. The County would then <br />propose to construct the project in 2013. Auge indicated that the schedule <br />is very tight and any delay would push construction to a two year project. <br />He noted that it would take about 4 months for Century Link to complete <br />their relocation work. Auge also pointed out that the estimate from Xcel <br />Energy for burying the powerlines is about $1.6 million. The City <br />Administrator noted that splitting that cost with the City of Roseville <br />would be $818,000 for each city, and Little Canada has budgeted about <br />$600,000. Auge also reported that the County currently has out a Request <br />for Proposals (RFP) for appraisal services so the process can keep moving <br />forward at this time. Auge was asked if Rice Street would remain open <br />during the project, and he replied that it would. Duray asked about the use <br />of concrete. Auge indicated that the plan is to use concrete for the <br />reconstruction, but that could change depending on whether the project <br />ends up to be a full reconstruct or changes to a mill and overlay. <br />Auge reviewed project costs reporting that the County has approximately <br />$9 million to spend for two projects ($4.5 million each), and the estimated <br />cost of Rice Street Phase 1I is $11,450,000. The County's share is <br />estimated at $6,800,000, Roseville's share at $1,600,000, and Little <br />Canada's at $3,050,000. Blesener asked how much of Little Canada's <br />$3,050,000 is easement acquisition. Auge stated that he did not want to <br />share that information given the likelihood that some acquisitions may go <br />to eminent domain. <br />Blesener expressed concern that the Cities of Roseville and Little Canada <br />are being penalized by the fact that there are no Federal dollars for this <br />project. Auge indicated that when the County has Federal dollars for a <br />project, those Federal dollars are used for construction costs, freeing up <br />County dollars to be used for easement acquisition. It is currently the <br />County's policy that easement acquisition is the responsibility of <br />municipalities for County projects without Federal dollars. Auge <br />indicated that the County has proposed to the County Board a change in <br />this policy to share the cost of easement acquisition equally between the <br />3 <br />
