2. Basic Services of the Engineer on Improvement Projects: <br />a. Feasibility Report: THE ENGINEER shall meet with <br />THE CITY staff and /or developer(s) to discuss the proposed <br />Project and the scope of the report. THE ENGINEER shall <br />then perform or arrange for the necessary research, field <br />surveys, and analysis. Based upon the information gathered, <br />THE ENGINEER shall write a draft report detailing <br />construction conditions, issues, and options. Said report shall <br />also include sufficient project sketches, costs estimates, and <br />preliminary assessment rolls to aid in the evaluation of the <br />contemplated project. The report shall also identify the need <br />for the acquisition of any easements (temporary and /or <br />permanent) that may be necessary to construct the options <br />presented. Following completion of the draft report, it shall be <br />reviewed by THE CITY staff and developer(s), if any, and <br />modified as directed by the City Administrator. THE <br />ENGINEER shall make a presentation to affected property <br />owners at a Neighborhood Informational Meeting. After the <br />Neighborhood Informational Meeting, a final report shall be <br />prepared, including any modifications made necessary by <br />comments made at the Neighborhood Informational Meeting. <br />Said final report will be bound and an adequate number of <br />copies (at least 10) provided to THE CITY. THE ENGINEER <br />shall make a presentation to the City Council and at public <br />hearing(s) scheduled by the City Council. <br />b. Construction Documents: From the approved feasibility <br />report, THE ENGINEER shall prepare detailed construction <br />drawings, specifications, construction agreement forms, <br />proposal forms, and any other necessary documents <br />completely describing the material and workmanship required <br />and procedures to be followed for the construction of the <br />Project. THE ENGINEER shall incorporate all pertinent utility <br />locations in to the plans as provided by the respective utility <br />companies or agencies. (Note: It is understood that the <br />information provided may only give the general location of said <br />utilities. Their exact location is to be determined in the field by <br />the utility company or agency after a construction contract has <br />been executed.) THE ENGINEER shall adjust the feasibility <br />report construction cost estimate to include changes in the <br />scope of the Project, THE CITY's requirements, and market <br />conditions. Contract documents shall include alternate <br />proposals when requested by THE CITY. <br />Construction Documents shall be reviewed by THE <br />ENGINEER, City Staff and developer(s) of the property(s) <br />where applicable. THE ENGINEER shall present or send <br />plans and specifications including required applications forms <br />to various agencies for approval and or permits as necessary, <br />-3 <br />
