including Minnesota Department of Natural Resources, <br />Ramsey /Washington Metro Watershed District, Ramsey Soil <br />and Water Conservation Board, United States Army Corps of <br />Engineers, Minnesota Pollution Control Agency, Minnesota <br />Department of Health, Ramsey County Public Works, <br />Minnesota Department of Transportation, Railroads, and <br />others. THE ENGINEER shall present plans and <br />specifications to the City Council for their approval. <br />c. Bidding, Receipt of Proposals, & Award: THE ENGINEER <br />shall prepare advertisement for bids incorporating times and <br />dates set forth by the City Council. THE ENGINEER shall <br />furnish drawings and specifications, as directed by THE CITY <br />for the use of bidders in submitting proposals. THE <br />ENGINEER shall assist THE CITY in securing proposals from <br />bidders, in issuing any addenda, in analyzing such proposals, <br />in making recommendations to City Council for award of the <br />contract, and in preparing the construction contract for <br />execution by the Contractor. <br />d. During Construction: THE ENGINEER shall provide <br />general review of construction to check the contractor's work <br />for general compliance with the drawings and specifications <br />and shall endeavor to protect THE CITY against defects and <br />deficiencies in the work of the Contractor, but THE ENGINEER <br />does not guarantee the contractor's performance. THE <br />ENGINEER's general review shall include furnishing a <br />qualified Project Inspector, and shall also include the following <br />services: <br />i. Preconstruction Construction Meeting: THE <br />ENGINEER shall organize, attend, and conduct a Pre - <br />construction conference with the successful bidder, <br />affected utilities and /or agencies, City Staff, THE <br />ENGINEER'S designated inspector, and any other <br />parties, bodies, or agencies that have an interest in the <br />project. During said conference, THE ENGINEER shall <br />also be responsible for compiling accurate minutes of <br />the meeting including an attendance listing, The <br />minutes shall be submitted to all attendees within <br />seven (7) days of the meeting. <br />U. Project Schedule: THE ENGINEER shall take <br />appropriate steps to obtain an accurate construction <br />schedule from the contractor that is in compliance with <br />contract provisions and is of sufficient detail to enable <br />the monitoring of key project components. THE <br />ENGINEER shall also ensure the proper enforcement <br />of said schedule in accordance with the Contract <br />Documents and shall keep THE CITY informed as to <br />any deviations that may arise. <br />-4 <br />
