Scope of Services <br />Lee Elfering is proposed to remain your key contact and will serve as City Engineer. <br />With eight years of engineering experience, Lee will assist you in all areas of municipal <br />engineering, including feasibility analysis, design, assistance with bidding, contract <br />management, assessment of costs, and construction administration. Lee will continue to <br />be hands on, attending your City Council meetings as requested, making public <br />presentations, directing Elfering & Associates design efforts, and working directly with <br />your City staff and residents. Coordination of all of your construction activities, including <br />inspection and surveying, and reviewing plats and development plans, will be another <br />important area Lee will oversee. Lee has the proven ability to serve in this capacity as <br />demonstrated by his previous five years of working with the City. Elfering & Associates <br />will provide services in the following areas. <br />• Stormwater Quality and Management <br />• Sanitary Sewer and Municipal Water Management <br />• Construction of New Streets and Reconstruction of Existing Streets <br />• Review and Approval of Plats, Minor Subdivisions, and Site Plans <br />• Review and Approval of Filling /Grading Permits <br />• Miscellaneous and Administrative Abilities <br />• Assist Public Works and Parks and Recreation <br />• Familiarity with Pavement Management Practices and Methodology <br />• Federal and State Grant Application /Funding Experience <br />• Experience with Trail Design and Construction <br />• Municipal Record Keeping <br />At this time Elfering & Associates is not providing specialty- engineering services in an <br />effort to control overhead costs. Types of these services would include electrical <br />engineering, structural engineering, geotechnical services, and surveying. When a <br />situation arises where these services are necessary, Elfering & Associates would utilize <br />competent subconsultants, while providing management oversight in the City's best <br />interest.
