MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />strip of right -of -way which would come from the Miller property and the <br />Hidden Acres plat. <br />Miller reported that he authorized his attorney to sell to Mr. Howe for <br />570,000. <br />Tony Mans, Yorkton Ridge, indicated that this has been a difficult process <br />and pointed out that the neighborhood's biggest concern has been traffic. <br />Mans felt that Option 2 sounded reasonable, noting that there is no perfect <br />solution. Mans supported the approval of Option 2. <br />Bob DeBace indicated that he has known Mr. Howe for many years and <br />lives near one of his townhome developments. DeBace pointed out that <br />this property will develop some day, and felt that Mr. Howe is an excellent <br />developer and the type of developer that the City and neighborhood would <br />want to work with. <br />Knudsen agreed that there is no perfect solution that will make everyone <br />happy. Knudsen felt that Option 2 is the best solution that should be <br />reached. <br />Weihe asked about trail access to the Water Works property. Mr. Howe <br />pointed out that the best way to make that connection would be to pave a <br />trail on the Nadeau Road right -of -way that goes up to the Water Works <br />property. Knudsen pointed out that the Park & Rec Commission has voted <br />in favor of exploring that connection. <br />Duray asked about whether the ponding area would remain or not. Howe <br />reported that tearing up the street to enlarge the storm sewer is a very <br />expensive option, as would be increasing the size of the Yorkton pond and <br />additional easement acquisition. This work may be too expensive to <br />justify elimination of the pond. However, that issue is still being explored. <br />Nancy Walstead asked about a liner in the pond to prevent seepage onto <br />her property. Howe indicated that there would be an overflow on the <br />pond, and noted that grading will slope toward the street. <br />Jack Bougie, Condit Street, asked if Yorkton Way would be vacated under <br />Option 2. The City Planner noted Option 2 would include connections for <br />Hidden Acres at Yorkton Way, Burke Lane, and to Condit Street via <br />Nadeau Road. <br />Duray recommended approval of the Option 2 Preliminary Plat for Hidden <br />Acres contingent upon acquisition of the additional 20 feet of right -of -way <br />for Nadeau Road, and in the event that right -of -way cannot be obtained, <br />
