* .. if Lake Gervais is threatened with high water you agreed that the pipe could be <br />blocked with sandbags until the high water threat has passed. We think the definition <br />for implementing this action should be consistent with the Little Canada and <br />Maplewood Ordinances defining high water and thus suggest that: <br />The sandbags will be placed by (please define who) when the Lake Gervais level <br />reaches 860.0 ft above mean sea level and only be removed after the Lake Gervais' level <br />has receded below 860.0 ft and remained below 860.0 ft for 3 consecutive days. <br />2. Possible new waters from the I -35E /I -694 Unweave the Weave project. <br />a. We understand that this project will more than double the hard area surface of the <br />roadways within this right -of -way. At the MN DOT meeting with the Little Canada staff we <br />asked if there would be any new waters flowing into the Gervais basin as a result. We were told <br />no as the total acreage remains the same. With the additional hard surface the runoff would flow <br />faster, but it would be captured and slowed down in some 17 ponds that will be constructed <br />within the project area. Then at our recent meeting you said that there will be additional waters. <br />b. Who is right? If there is additional water runoff help us understand why. Have additional <br />waters been considered when the ponding areas were designed? <br />c. Please confirm that there will be no new waters flowing from Twin Lake, or from Vadnais <br />Heights, into the roadway project area which would subsequently flow to Lake Gervais. <br />3. Possible new waters from the next phase of the I -694 reconstruction. <br />a. With the next phase in the reconstruction of I -694, from just east of Rice St. to I -33W, it <br />would seem that there will again be new concerns for storm water runoff. <br />b. Please confirm that there will be no waters flowing to Lake Gervais from the Owasso - <br />Grass Lake Area Water Management Organization, or from the Rice Creek Watershed District, or <br />from the Vadnais Lake Area Water Management Organization or any other source as a result of <br />this future roadway construction project. <br />4. New waters from the Maplewood Mall area. <br />a. The lands west of Maplewood Mall, along the Highway 61 auto corridor, along <br />Hazelwood St., along Highway D and on the south side of Beam Ave. all seem poised for major <br />development projects in the very near future. <br />b. Please confirm that the runoff waters from each of these areas will be fully contained in <br />local ponding and slowed down before any gets to the Beam Ave. water cleansing area. Also <br />please confirm that the water flow rate out of the Beam Ave. cleansing area into the Kohlman and <br />Gervais lakes will be no higher than it is now as a result of these future developments. <br />Page 2 <br />- 1 0 - <br />
