515 Little Canada Road, Little Canada. MN 55117 -1600
(651) 766 -4029 / PA%: (651) 766 -4048
www.ci.little-canada.rnn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: July 21,2004
RE: Hidden Acres Tree & Pond Planting Plan
MAYOR
Michael 1. Fahey
COUNCIL
Jim LaValle
Matt. Anderson
Rick Montour
Bill [3lesener
ADMINISTRATOR
Joel R. Hanson
Staff has reviewed the proposed Tree & Pond Planting Plan for the Hidden Acres development.
While the Developer must comply with our Tree Replacement Ordinance, staff is also
recommending the planting program for the pond is coordinated with the Ramsey /Washington
Metro Watershed District. As you know, we have taken significant efforts in this area the past
couple of years to ensure that storm water retention ponds will not be detraction from a
development, but rather an amenity. Aquatic planting and wild flowers go a long way to
ensuring these types of basins will have a pleasant appearance long into the future.
Another issue is the protection of the steep banks along Lots 4, 5, & 6. Staff recommends a
restrictive covenant be established for these lots to ensure that no dumping of materials, grading,
or major vegetative removal occur within this area without the written consent of the City of
Little Canada. Specific wording should be proposed by the Developer and approved by Staff
before the recording of the final plat.
Therefore, staffs recommendation that final plat approval be subject to a revised pond planting
plan that meets with the approval of RWMWD and City Staff.
cc: Gordie Howe, Masterpiece Homes, Inc.
