Hanson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: October 8, 2004 <br />RE: Easement Acquisition <br />MCES Interceptor <br />As a result of the Unweave the Weave Project, the Metropolitan Council Environmental Services <br />(MCES) needs to relocate its interceptor that traverses under I -694 near the Rail Road Bridge to <br />a new alignment by the Public Works Garage (see attached sketch). This relocation is required <br />because proposed embankment loading for the I- 694/I -35E improvements will overload the <br />present interceptor. They expect the construction of the relocated interceptor to begin in <br />February 2005 and will continue for approximately 4 to 6 months. <br />Because the relocated interceptor will now traverse a northern portion of City of Little Canada <br />property (Public Works Garage), MCES needs to acquire both permanent and temporary <br />easements from us. Figure 11A shows the permanent and temporary easements needed to <br />construct the interceptor. Figure 11B shows the temporary easement needed for the contractor to <br />store equipment and operate out of. The temporary easements requested on Figure 11B are about <br />200 feet north of the land being sold to Mn/DOT for the pond along County Drive. So there is <br />no impact on the sale of the land to Mn/DOT. Also, attached is a copy of their offer for these <br />easements and a proposed agreement. <br />MCES had McKinzie Metro Appraisal (MMA) perform an appraisal for these easements. MMA <br />concluded that $3.17/ sq. ft. is the estimated value for this property. An appraisal for these <br />easements will cost us approximately $2,000, of which, we will only be reimbursed $500. <br />Mn/DOT's appraisal for the land they are purchasing for the pond along County Drive is $2.30/ <br />sq. ft.
